Representation Summary:

I object to the proposed inclusion of this parcel of land in the LDP on grounds of access. Access to the site is limited and inhibits the use of building vehicles. Access to the whole area of Heol y Delyn and upper Springfield Road is very narrow and any increase in traffic will endanger pedestrians. There are many school children walking along Springfield Road as well as the area being used by leisure walkers and ramblers.

Objection to land known as 'Land adjacent to Parc y Bryn, Heol y Delyn, Carmarthen' reference SR/021/007 being a candidate site in the Revised Carmarthenshire Local Development Plan for a variety of reasons which include - Harmful effect on amenity — Overlooking / loss of privacy - Any development on the site would have a detrimental and harmful effect on our property, Traffic generation and highway safety - Springfield Road which is single track in places is not suitable to deal with additional traffic, and also the proposed site access is located at busy and dangerous corner junction.

Representation Summary:

1. Poor access to junction of Heol y Delyn, Springfield Rd and Cwmoernant which suffers from poor visibility and lack of footpaths on Springfield Rd and Cwmoernant.

2. Increased traffic on Springfield Rd which is narrow, single track in part, has no footpaths and no scope to provide them.

3. Increased traffic in Longacre Rd, also narrow with no footpaths, and at the already congested junction with Capel Evan Rd which is a school bus pick up and drop off point.

The latter two points also apply to SR/021/004 and SR/021/017

Representation Summary:

The road leading to the entrance itself is very poor, it is very narrow and at some points only one car can pass at a time causing a bottle neck. When you reach the top of the road you are faced with a sharp right hand bend, again only one car may pass sometimes causing residents problems being able to access their drives as this holds the traffic up due to the narrowness of the actual road, Coed Aber especially.

Respondent: Mr Gareth Jones

Representation Summary:

1 There is very poor road access to the proposed site. Springfield Road is very narrow (effectively single lane) and has no pavement. The adjoining Wellfield and Longacre Roads are also very narrow. Additional houses in this area would significantly increase traffic congestion. There are school pickup/drop off spots at either end of Wellfield and Longacre Roads.
2 There is no requirement for additional houses in the area. A large site above Lluest y Bryn has remained undeveloped since planning permission was granted. In addition a very large housing development is underway at the western edge of Carmarthen.

Respondent: Mrs. Lalaina Lambert

Representation Summary:

I OBJECT to this application for the following reasons; The traffic on Springfield road can not support an increase in traffic. Much of the road only allows one vehicle to go through at a time. Building on this area will also affect the flora and fauna of the land. Many of these have thrived well in a natural undisturbed environment. This road is used by many families to walk, bike and scooter to school and back. If the traffic were to increase the air pollution levels will lead numerous health conditions including early deaths, and heart and lung related illnesses.

Submission Reference CA0255
Site Location: Land Adjacent to Parc y Bryn/Heol y Delyn, Carmarthen.

As a ward member I know this area well from my numerous visits to the Springfield Road, Heol y Delyn area and with regular discussions with local residents. This site is in an area that provides a habitat for a diverse range of wildlife and the last time I visited the area on Sunday 3rd February 2019, someone who has lived in Heol y Delyn for over thirty years was very keen to tell me the pleasure he gets from living in an area so rich in wildlife.

He told me how the population of red kites has increased significantly over the years: the joy he gets in listening to the woodpeckers and watching the different birds of prey; the foxes with their young crossing the fields; talking to fellow residents about the evidence of badger sets and adder nests in the area.
