Object to the blanket approach of a density of 50 dwellings per net hectare in settlement tiers 1-3, as this density is reflective of a very urban environment, such as city locations. The County Council area does not have settlements of this scale and characteristic. Although in principle we support the efficient use of land and ensuring appropriately high-density schemes, 50 dwellings per hectare on a net basis is over ambitious for all of the key communities in Carmarthenshire.

BR acknowledges that Policy PSD14 is a new policy introduced through the Matter Arising
Changes to the RLDP.

Whilst we does not object to the principle of promoting efficient use of land through higher residential densities in sustainable locations. BR considers that the target density of 50 dwellings per hectare within Tier 1–3 settlements should be aspirational in nature rather than applied as a prescriptive requirement. The delivery of well-designed, sustainable places should remain the primary consideration, with exact densities considered on a site-by-site basis having regard to local context, placemaking objectives and physical constraints.

PPW12 promotes the creation of high-quality places that respond positively to their surroundings rather than rigid density standards. An overly restrictive approach risks prioritising numerical targets over good design and could result in compromises with regards to proposed layouts,
reduced POS/amenity provision, or even conflict with other policy requirements relating to landscape, ecology, heritage and residential amenity.

Furthermore, increasing requirements associated with SAB, green infrastructure and ecological mitigation all have a direct impact on the net developable area of sites. In such circumstances, lower density development may represent the most sustainable, appropriate and deliverable form of development.

Whilst the policy recognises that lower densities may be acceptable in certain circumstances, BR considers that greater emphasis should be placed on allowing departures from the indicative densities where justified by design considerations, viability evidence or other material planning considerations. Such an approach would ensure the policy is suitably flexible to support the delivery of high-quality developments across Carmarthenshire.

Lastly, the exact wording of Policy PSD14 should be revisited to avoid duplication and reduce any ambiguity when interpreting the policy through the development management process.

Er mor resymol yw’r argymhellion y tro hwn parthed safle SuV20/h1, gofynnwn yn garedig i chwi ystyried y canlynol os gwelwch yn dda:
• Yn sgil y newid dramatig yn y ddarparieth dai yma ym Mhorth-y-rhyd, a gytunwch bod angen ail edrych ar yr angen am gartrefi yn y pentref?
• Oes tystiolaeth ddigonol bod gwir angen datblygu rhagor o safleoedd yn y pentref i gwrdd â'r galw yn lleol gan bod 42 o gartrefi yn cael eu hadeiladu ar safle Wernfraith?
• Pam bod y pentref lleiaf cynaliadwy unwaith eto'n cael cwota uwch?
• Onid yw'r pentref bellach wedi derbyn ei gwota?
• A ydych chi’n cytuno y dylid datrys y problemau sy’n bodoli gyda llifogydd a’r is-adeiledd cyn caniatáu rhagor o ddatblygu yn y pentref?

Although the recommendation for site SuV20/h1 appears reasonable (6 dwellings), MAP kindly requests on behalf of the residents, that you consider the following questions:
• In view of the recent dramatic change in housing provision in Porth-y-rhyd would you agree that there is a need to look again at the settlement's level of housing need?
• Is there sufficient evidence to claim that there is a need for more dwellings when taking into consideration that 42 units will be provided on the Wernfraith site to meet the local need?
• Why is it that the least sustainable village once again has a higher quota of dwellings?
• Has not the village of Porth-y-rhyd already reached the expected quota?
• Would you agree that there are serious issues (flooding and infrastructure) that need to be resolved before further developments are approved?

Mae'r ymatebydd wedi gwneud sylwadau penodol i'r safle ynghylch safle SuV20/h1, fodd bynnag, nid yw'r sylwadau hyn wedi'u gwneud yn briodol gan nad ydynt yn ymwneud â Newidiadau Materion a Godwyd. Fodd bynnag, mae'r ymatebydd yn cynnwys sylw ar MAC057 - Dwysedd ac felly ystyrir bod yr elfen hon o'r ymateb wedi'i gwneud yn briodol. Nodir cyfeiriad at ddwysedd ar y safle, fodd bynnag, bydd materion manylion a nifer y tai yn cael eu hystyried ymhellach fel rhan o unrhyw gais cynllunio. The respondent has made site specific representation relating to site SuV20/h1 however these comments are not duly made as it does not relate to a MAC. However the respondent includes a comment on MAC057 - Density and therefore this element of the response is deemed to be duly made. Reference to density on the site is noted, however matters of detail and housing numbers will be further considered as part of any planning application. The Council considers that the Density policy provides sufficient flexibility in relation to the efficient use of land.
