Object to the blanket approach of a density of 50 dwellings per net hectare in settlement tiers 1-3, as this density is reflective of a very urban environment, such as city locations. The County Council area does not have settlements of this scale and characteristic. Although in principle we support the efficient use of land and ensuring appropriately high-density schemes, 50 dwellings per hectare on a net basis is over ambitious for all of the key communities in Carmarthenshire.
Noted. The Council recognises the need for developments to be respectful and reflective of the characteristics of the settlement and site's context in the application of this policy. In this respect it would be supportive of additional clarification which would provide for such considerations.

HBF objects to the removal of the reference to a variation if there are impacts upon a proposal’s financial viability. By removing this wording, you are removing the clear statement that the requirement for afordable home sis flexible and can be negotiated where a reason based on viability can be shown.
Not all potential costs have been accounted for in the high-level viability, which sets the affordable requirement percentages; an example of this would be the impact of the current Nitrates position in the County. Note the reference in MAC033 INF1: Planning Obligations
Noted. Reference is made to the new paragraph set out within AHOM1 (MAC023) which makes provision for the affordable housing target percentage within the policy to be a target to be used as a starting point for affordable housing negotiations. Further clarity will be provided out within the Affordable Housing Supplementary Planning Guidance.
