Representation Summary:

Having lived at our current address for 10 years I strongly oppose the plans to build behind our house it will ruin our lovely views impose on our privacy and drastically reduce the value of our property. We've spent a lot of time , effort and money on our home to make the most of our views and also having witnessed badgers ,foxes ,red kites and other species in the surrounding fields and garden's we think the cost to the local wildlife would be catastrophic.

Representation Summary:

This land is important foraging habitat for bats and badgers and has potential resting areas for otters. There aren't many places in Tycroes where you can see fields and associated wildlife and to develop this land could impact on the health and wellbeing of the local residents

This proposal will be detrimental to the area and is unsuitable for Penygarn Road and surrounding infrastructure. It would be a significant development on Green Area that is still viable as agricultural land.

Representation Summary:

Building on the 2 beautiful fields would mean losing our lovely view. Lots of wildlife would be affected, badgers would have to be removed. Red Kites, Sparrowhawks, bats would no longer be seen.
Penygarn Road is far too narrow for a junction at the entrance to this land. It would be dangerous. It can't take more traffic let alone construction vehicles. Limited footpaths that can't be widened would make it dangerous to walk to the village from there, especially if the road is busier. The fields are beautiful, why would you build there and not on unsightly wasteland? It's senseless!

Our worst nightmare! Losing our lovely view and the sight of lots of wildlife, Red Kites, Sparrowhawks, badgers and bats would no longer be seen.
Penygarn is already too busy, the far end where the entrance to the land is, is far too narrow for a junction, it would NOT be safe. Limited footpaths that can't be widened would make it dangerous to walk to the village, especially if the road is busier. Plus, all the dirt and dust during construction. The fields are beautiful, why build there and not on unsightly wasteland that could be improved for the community?

Representation Summary:

I strongly oppose the proposed development plan. Tycroes is already a large village - no further residential areas are necessary. Far too much land in the area has been taken up for building purposes, with the subsequent loss of green spaces, ancient woodland, the variety of plant life and the wildlife dependent upon this environment. Once lost, this ecosystem can never be regained, a situation detrimental to the living conditions not only of plants and animals but of the people already resident in this area and their enjoyment of their community.

Representation Summary:

The local infrastructure will not cope with a large development. School is over subscribed and the road is a small side road which will not be able to handle the extra traffic. The site is behined my property, the bottom of my garden floods in heavy rain because the soil is heavy clay and the lay of the land,if more properties were to be built, my house and all the others on the top half of Penygarn Road would be at serious risk of flooding. I am very concerned. There is no housing shortage in Tycroes.

For the future of this road and the views you need to consider these three points!

1- The residents of this road and there sense of belonging and it being there home. In particluar destroying our view.
2. Noise and pollution with an increase in population
3.Nature is the key to stopping global warming from animals to trees.

Ty means home and belonging how can we belong here if you destroy the cultural view of part of our village!

The proposed development would be a massive strain on the roads in Tycroes along with other local infrastructure. Would also destroy the view of a number of houses along Penygarn Road.

Respondent: Welsh Government

Representation Summary:

Transport case evidencing required prior to inclusion in LDP with TA and full modelling.

The respondent has compiled some general comments from Welsh Government Network Management Division as highway authority for the trunk road and motorways in Wales and also makes a number of site specific comments. The respondent states that the strategic trunk road network is for the safe and expeditious movement of long distance traffic. In order to maintain free-flow and safety, there is a general presumption against new access onto trunk roads. Further detailed advice is given on how developments should seek to access trunk roads, with reference made to guidance and legislation (including the Design Manual for Roads and Bridges (DMRB) and the Active Travel Act).

In order for the trunk road highway authority to be in a position to make a considered view, the onus is on the forward planning authority to provide highway evidence in both capacity and safety terms. This will scope the consideration of existing network capacity constraints, agreed infrastructure upgrades and outline delivery streams (such as planning obligations).

Advice is provided on the potential accompanying evidence required with an application (eg Transport Statement (TS) or Transport Assessment (TA)) - commensurate with the scale of the proposal. Applications are judged on their individual merits and specific supporting traffic impact detail may be requested in order to consider network impacts. Where designs are not DMRB compliant there is a right to issue a direction to refuse an application.

Where developments require improvements to existing or new connections to the trunk road and these are agreed at planning, the developer will be required to enter into an appropriate legal agreement for their delivery, generally via Section 184 and Section 278 of the Highways Act.
