Respondent: Mr Sunil Dharmabandhu

Number of people: 4

Representation Summary:

The respondent deems the site to be unsuitable, citing that there are already problems with surface water and floods due to building new sites in the village on a flood zone. There is reference to the site's planning / LDP history, with commentary provided on site access/ visibility and traffic issues. Commentary is provided on the issues facing the lower and upper fields. In relation to the lower field, there is a focus on surface water, flooding and waste water concerns. It is claimed that there are issues with insurance whilst concerns are expressed in terms of education provision capacity. It is claimed that a development would not reflect the existing built form. There is concern at the loss of agricultural land yielding excellent crops annually.

It would be impossible to build on a flood risk area where the sewerage system is not capable of handling what is already going into it at present when put under the stress of heavy rainfall.
Surely it is going to be costly if not problematic for people to get property insurance if it is built in a flood risk zone?

I note that this proposal is also a variation to one rejected in approximately 2014 after objections from most, if not all, the residents of Porthyrhyd. Whilst I note that an alternative access to the proposed site has been submitted, the location, and indeed the revised access, still renders the site unsuitable for development. The location of a nearby garage and a sharp corner leading to a narrow river overbridge combined to excessive commuter traffic to the nearby A48, particularly when (regular) accidents on the A 48 turns Porthyrhyd into a temporally bypass, renders the proposed access a potential accident black-spot. I understand that the two fields included in this application could eventually be purchased as a whole leading to a possible application of up to 30 homes. This would exacerbate the problem aside from the impact the proposed development would have on adjacent properties.

In conclusion, whilst I appreciate that Carmarthenshire County Council has targets to meet for the construction of new homes in the county, there is an abundance of brown-field sites in the area that would accommodate these targets and it is unacceptable and unstainable that good agricultural land is sacrificed to turn small rural villages into large urban townships. In particular, industrial land at Gorslas, Cross Hands, Abergwili and lower Tumble which would be ideal for large housing projects remains derelict after many years. I believe that if all the abandoned industrial land in Carmarthenshire was developed for housing, there would be no need for applications like the above to be included in the Revised Development Plan. I therefore trust that both the above applications will be rejected.

Parthed: safleoedd ceisladau cyallunlo SR/139/002 ac SR/139/001 ym Mhorthyrhyd, Caerfyrddin.

Daeth I'm sylw yn ddiweddar fod Adran Cynllunio Cyngor Sir Caerfyrddin yn ystyried safleoedd ym Mhorthyrhyd ar gyfer Codi rhagor o dai. Hoffwn fynegi fy ngwrthwynebiad chwyrn i'r fath ddatblygiad ar sail y canlynol yn unol a'r ddogfen sydd ynghlwm:

Re: sites of planning applications SR/139/002 and SR/139/001 at Porthyrhyd, Carmarthen
It has recently come to my attention that Carmarthenshire County Council's Planning Department is considering sites at Porthyrhyd to build more houses. I would like to express my fierce objection to such a development on the following basis as per attached document:

Ysgrifennaf i gofrestru fy ngwrthwynebiad cryf iawn i gynnwys y ddau safle SR/139/001 ac SR/139/002 yn y cynllun newydd.

Mae fy nghartref i yn un o ddau fyngalo sy'n ffinio â'r cae lle bydd un o'r datblygiadau posib (SR/139/002) - 32 neu fwy o ddai - datblygiad anferth! Rwy'n gwybod nad oes gen i hawl I olygfa nac ychwaith i fwynhau cael cae gwyrdd y tu ôl I'm cartref. Ar hyn o bryd mae'n deimlad braf codi yn y bore ac yn sicr mae'n llesol I iechyd.

Fel un fu'n ffermio rwy'n gwybod pa mor bwysig yw diogelu tir amaeth da. Mae'r ffermwr sy'n rhentu'r cae uchaf hwn yn cael tri chnwd o silwair bob blwyddyn. Byddai datblygu yma yn golygu colli tir amaeth o safon. Rwyn'n gwybod nad ydy'r cae isaf yn dir da o gwbwl ond mae'n gae holl bwysig am reswm arall. I'r cae hwn mae'r holl ddŵr glaw yn llifo o'r ardal gyfagos felly mae'n bwysig fel cae draeniad naturiol. Mae rhannau o'r cae ar "flood zone". Yn aml iawn, fe welir pyllau ar y cae a llawr o ddŵr yn llifo i'r hewl. Beth fydd canlyniad rhagor o goncritio?

I write to register my strong objection to including the two sites SR/139/001 and SR/139/002 in the new scheme.

My home is one of the two bungalows adjoining the field where one of the developments is proposed (SR/139/002) - 32 or more homes - a huge development! I know that I have no right to a view or to enjoy having a green field behind my home. At present, it's a lovely feeling getting up in the morning and it's definitely beneficial to health.

As one who used to farm, I know how important it is to safeguard good agricultural land. The farmer who rents this top field has three crops of silage from it each year. Developing here would mean losing quality agricultural ground. I know that the bottom field is not good ground at all but it is an important field for another reason. All of the rain water flows into this field from the nearby area therefore it is important as a natural drainage field. Parts of the field are on a "flood zone". Very often, pools are seen on the field and lots of water flows onto the road. What will the effect of more concreting be?

* Maint a dwysedd y cynllun (32+ o dai!!!)

* Size and density of the scheme (32+ houses!!!)

Cynlluniau Tai Newydd ym Mhorth-y-rhyd

Gwrthwynebwn godi rhagor o dai yn y pentref gan ei fod yn gorwedd, yn swyddogol, ar barth llifogydd. Nid yw, ymhellach, yn deg denu prynwyr I fuddsoddi mewn tai newydd, nid yn unig oherwydd y problemau annymunol a ddaw yn sgil llifogydd ond hefyd am y bydd yswiriant eu tai yn annerbyniol o uchel.
O ddal ati I ychwaegu'n sylweddol at nifer y tai gan anwybyddu'r ffactorau hyn ein hofn ni yw y bydd ein cartrefi yn y pen draw yn mynd yn ddiwerth am na fydd neb eisiau eu prynu.

New housing developments in Porth-y rhyd
We object to the building of more houses in the village due it being officially within a flood zone. Attracting people to invest in new houses would be unfair, not just due to the undesirable problems regarding floods, but also because their house insurance would be extremely high.
By continuing to build a significant amount of houses and ignoring these issues, we fear that our homes will be worthless in the future due to the fact that no one will want to buy them.

Ysgrifennaf atoch I ddatgan fy ngwrthwynebiad i'r ddau safle uchod a gynigiwyd fel safleoedd posibl yn rhan o CDLI Diwygiedig Sir Gaerfryddin. Ysgrifennais atoch yn flaenorol yn 2012 yn datgan fy ngwrthwynebiad i'r Safleoedd Datblygu Amgen, ac mae llawer o'r un dadleuon yn berthnasol yn yr achos hwn. Carwen ddweud hefyd fod trigolion y pentref wedi cael cryn sioc wrth glywed am y posibilrwydd y gallai rhagor o dai gael eu codi yma. Dyma grynodeb o fy rhesymau dros wrthwynebu'r safleoedd uchod.

I write to express my objection to the two sites offered above as potential sites for Carmarthenshire's Revised Local Development Plan. I previously wrote to express my objection to the Alternative Development Sites in 2012, and many of the same arguments are relevant in this case. I would also like to note that the residents of the village have been shocked by the possibility of more houses being built here. Here is a summary of my reasons for objecting to the above sites.
