In principle BR does not object to the requirements set out within Policy PSD8, which seek to
ensure that new residential development contributes towards the provision of open space in
accordance with the Council's proposed standards (please refer to extract below). That said, BR considers it important that the policy retains sufficient flexibility to recognise that, in some circumstances, it may not be feasible or appropriate for all open space standards to be
met on-site. In such instances, the option to make a financial contribution in the form of a commuted sum towards the enhancement or provision of off-site open space should continue to be explicitly supported within the policy wording.

From a plan-making perspective retaining this mechanism will provide a pragmatic and proportionate approach to securing open space provision. Whilst ensuring that site-specific constraints do not unnecessarily impede the delivery of much-needed housing to demonstrate that the RLDP is logical, reasonable and balanced in accordance with Test 2 of the DPM.
