I am writing to express my opposition to the proposed development at Plas Y Fforest.
The proposed sites are at the top of a very steep hill which would be the main access to the proposed development. The only other access would be the existing farm lane which is too narrow to accommodate 2 way traffic and the potential volume of traffic which this new development would generate. The proposed sites are not previously developed land ( Brownfield development) The farmyard cannot even be considered as Brownfield as the definition in the PPW clearly excludes land and buildings currently in use for agricultural or forestry purposes.
In addition the proposed sites are not suitable as they are safeguarded for potential mineral extraction in accordance with Policy MPP3 of the current Carmarthenshire LDP.
This land is not only safeguarded but the presence of this rock would cause considerable problems for any contractor hoping to develop the sites and could make the sites uneconomic for residential development. Many of the local contractors are aware of the problems that the original developer Griff Davies had on the development of Plas Y Fforest which contributed to his company going into bankruptcy
I have attached a document with reasons for my objections to the proposed development and in conclusion I would formally ask that these objections are put on file.

More specific constraints which will impact on the viability and delivery of the four proposed sites include:

Highway safety and access. Accident records will indicate that there have been several accidents at the entrance of Plas-y-Fforest. Cars slowing to turn right onto Plas-y-Fforest have been overtaken by cars passing from behind and not realising the car in front is turning onto Plas-y-Fforest. Further development will intensify the use of this access and thus increasing the risk of a dangerous accident. In addition, it is unclear how and access point for SR/069/010 would work. Two access points in close proximity would be unsafe.

Sewers and pumping station It is understood these are at capacity. The cost to the developer to increase the capacity of the sewer and pumping system could potentially make the development unviable and undeliverable. It would certainly reduce the contributions the development could make to education and affordable housing.

Gradient. The land is so steep. The gradient would increase the build costs of the development and affect viability and deliverability. It is also likely to affect surface water runoff and may cause drainage issues.

Adverse amenity on existing dwellings. There is potential for the new development to impact on the existing houses in terms of overbearing and loss of natural light.

Impact on existing facilities. The impact on the local schools and GP surgery will need to be fully considered.

In summary, these four sites are not considered to be appropriate for the above reasons. Please ensure that this email of objection to land submission on the four sites listed (SR/069/010, SR/069/011, SR/069/012 and SR/069/013), is put on file.

I would like to object to the above for the reasons below.

In accordance with Planning Policy Wales Edition 10 (para 3.39), a planning authority must prioritise the use of suitable and sustainable previously developed land and/or underutilised sites for all types of development. Authorities should consider previously developed land and underutilised sites within exiting settlements in the first instance.

The four sites proposed at Plas-y-Fforest are not previously developed land (brownfield). The farmyard cannot even be considered as brownfield as PPWs definition clearly excludes 'land and buildings currently in use for agricultural or forestry purposes'. The four sites proposed at Play-y-Fforest are also not within the existing settlement boundary. Consequently, the Local Authority should exhaust all brownfield opportunities within the settlement boundary before considering sites beyond the boundary.

All four submissions are in contravention of the guidelines contained in the "Planning Policy Wales " document which governs such applications.
With increased traffic associated with new housing there would be a detrimental impact on road safety.
The sewer system at Plas Y Fforest is operating at capacity and the pumping station could not cope.

Hoffwn fynegu fy ngwrthwynebiad i'r holl ddatblygiadau yn ardal Heol Fforest, Heol Bronallt, Heol Caerfyrddin, Plas y Fforest a Heol Llanedi. Byddai'r datblygiadau hyn ar dir gwyrdd a ddylai gael ei warchod er lles y boblogaeth presennol yn ogystal a'r dyfodol.

Byddai unrhyw ddatblygiad ar y tir yn gwrthfynd a EQ6, TAN15, SP12, SP13, SP15, SP17 a PPW par9.1.2.
Dylai'r Sir hefyd ystyried bwriad ac ysbryd y Ddeddf Llesiant.

I would like to express my objection to all of the developments in Heol Fforest, Heol Bronallt, Heol Caerfyrddin, Plas y Fforest and Heol Llanedi. These developments would be built on green land which should be protected for the current and future population's welfare.

Any development on the land would go against EQ6, TAN15, SP12, SP13, SP15, SP17 and PPW par9.1.2.
The County should also consider the intention and spirit of the Well-being Act.

* Rydym yn parhau i wrthwynebu cynnwys unrhyw ddatblygiadau cynllunio pellach yn ardaloedd Yr Hendy a'r Fforest o fewn y Cynllun Datblygu Lleol ar gyfer 2018-2033, a hynny oherwydd yr adeiladu sylweddol a fu dros y blynyddoedd diwethaf.
* Rydym o'r farn hefyd y dylid dileu'r ardaloedd i'w datblygu a glustnodwyd yn y CDLl blaenorol, yng nghyd-destun Yr Hendy a'r Fforest.

* We continue to object that any further planning developments in the Hendy and Fforest area be included in the Local Development Plan for 2018-2033, due to the significant construction work in recent years.
* We also believe that the areas identified for development in the previous LDP should be removed, within the Hendy and Fforest area.
