The respondent wholly supports the principle of proposed allocation at Heol y Mynydd, Bryn. Furthermore, we also support the proposed trajectory for the site as set out within Appendix 7 of the RLDP and remain fully committed to facilitating delivery of the site early on in the plan period which includes 40 dwellings in 2027/28 and 40 dwellings in 2028/29.

According to the Council’s housing trajectory (Appendix 7 of the RLDP) many of the sites which have extant consents are expected to start delivering homes within the next 12 months (i.e. 2026/27 and 2027/28). This obviously raises concerns given the timescales involved with preparation, submission and determination of a planning application. Along with compliance with statutory Pre-Application Consultation (PAC) requirements, discharge of planning conditions, approval through the Sustainable Drainage Approval Body (SAB) process, and completion of any associated infrastructure agreements. Each of these stages can be time consuming and on occasions lead to significant delays in housing delivery, especially earlier on during the plan period.

In light of the above BR maintain that there is sufficient evidence to justify allocating Land off Heol y Mynydd, Bryn in its entirety for up to 160 dwellings. This approach will provide greater certainty in ensuring the emerging RLDP is able to effectively meet local housing need over the
emerging plan period and the proposed housing trajectory whilst also accounting for any potential slippage elsewhere.

The Council considers that the scale of the site, and in particular the housing numbers associated with the land has been subject to detailed consideration through the examination process and is consistent and appropriate to its location.

With respect to the housing trajectory and other considerations for other sites' inclusions, these have been fully considered and are updated on an annual basis.
