1) I am a Fluvial Geomorphologist and have a doctorate in floodplain behaviour. The proposed development is on a floodplain. Even if the properties are raised, the effect will be to displace the water to existing properties along the Llanddarog Road (where there is already existing considerable flood risk, demonstrated by the flooding of gardens that occurred during Storm Callum). This will make it difficult for properties to get insurance and the location goes against the Association of British Insurers guidance.
2) The development will decrease the value of properties along the Llanddarog Road by urbanising a rural location.

The proposed development is on a floodplain Zone 3 (a functional floodplain). With changing climate and more extremes of weather this site is not an environmentally nor economically-sustainable location for dwellings. Thinking of future generations, new housing developments need to be on higher ground, not high risk ones such as this. Moreover, the development would also worsen drainage problems for the existing properties along the main road as the development would displace water, increasing the flood risk to these established properties (as observed elsewhere in Porthyrhyd), making getting house insurance prohibitively expensive or not possible for existing homeowners.

I wish to register my opposition to the inclusion of both sites - SR/139/001 (Middleton-Bolgoed) and SR/139/002 (fields adjacent to Llwyn Henri) - in the revised local Development plan 2018-2033 due to the impact it will have on neighbouring properties and the impact of increased traffic through the village. I also have concerns regarding existing problems regarding surface water and floods due to developments due to take place on flood zones.

I wish to register my opposition to the inclusion of site SR/139/001 in porthyrhyd. I understand this area is a flood plan and there are already problems with surface water and floods in the area due to building on flood zones. I would be concerned about the effect on neighbouring properties. Secondly, llanddarog school which serves this area is already over capacity.

Myself and my husband object to this site being built in our quiet village of Porthyrhyd. It has a lovely community feel at the moment and we'd like to keep it that way - building more houses will increase traffic and pollution. The proposed site lies within the flood zone and there are existing problems regading surface water and floods. We also have to consider neighbouring properties who do not want houses built next to them.

Traffic problems already exist due to the local garage, the development will only add to this. House values will be affected in the local community, properties are hard enough to sell as it is. Flooding could be a greater problem as there is an existing problem already. The local farms will be affected massively. This is a rural area with livestock very close to the intended site, I feel that this will have a very negative out come for the area. Developing on this site will have a negative impact on the local community, I strenuously object to it.

Flooding/Surface water, Close proximity of Gwendraeth Fach river identified as liable to flooding. NRW identified site within flood risk area categorised Zone C2 TAN 15. Surface water issues due to general topography of site. Waterlogging and standing water.
Pollution - Greenfield site - Porthyrhyd Main Sewage line running directly through candidate site to adjoining field. Potential to overload current sewerage capacity.
Landscape/wildlife, Unwanted incursion into countryside and to detriment of landscape.
Devaluation of current settlements - loss of privacy and light.
Increased vehicular traffic - pollution - population increase.

I object to planning in this area because of existing flood zone problems, putting 32+ properties in this area will only add to the problems. Local traffic issues exist around the MOT garage and the extra traffic from 32+ houses will only add to the issue. The land is agricultural and should stay as so. Building properties in this area will impact on the livestock and wildlife in an unsustainable way. The local farms are going to suffer terribly. Properties in the area will suffer from value loss making selling more difficult than it is now. No development please.

I wish to register my opposition to the inclusion of SR/139/001 ( Middleton-Bolgoed). Development of this site would impact on neighbouring properties as it lies within the flood zone.
There have been problems with surface water & flooding in the past as it is close to the river. There are also two other development sites in the village that have received planning in the past and neither of them have been completed adequately especially with regard to the site access roads. Another development site within this small rural community is not sustainable, and would put pressure on local services.

My concern/observation is that a large development within the village could further impact on the water/drainage/sewerage problem we experienced next to our property (photo enclosed) some time ago. Can the current drainage and sewerage system cope with a further development and will it have a 'knock on' affect elsewhere within the village?
I would also comment that no feedback was provided by the Council to us as of what action was undertaken (if any) to prevent further long-term flooding occurring. A further development surely affects any flood prevention, especially with the proposed development being so close to the river.

The Well-being of Future Generations (Wales) Act 2015 has 7 goals, of which one is supporting cohesive communities and another a vibrant culture and thriving Welsh language. I believe this would negatively impact an extremely strong community, in which supportive relationships thrive and the use of the Welsh language remains strong.
The site lies within the flood zone and I have already experienced issues with surface water flooding onto my property. Adding to the issue seems counterproductive.

After many many years we are still experiencing problems at our property of excrement and the contents of the sewers and drains entering our garden through a hole in the ground.
The possibility of building more houses in the village leaves us with the feeling of dread and the impact of this on not just us but the village also. The flooding is also an issue which needs to be taken into account.
Wildlife will also be disrupted by further development.

The respondent objects to the above site for the following reasons:
1. Site does not adjoin existing village as there is no direct access.
2. Presently there is no access to any utility services.
3.It is classed as of medium flood risk in TAN 15 maps.
4.Ecology factors must be considered as the river provides habitat for numerous species.
5.Any houses built on the site are unlikely to be affordable to local people and would not enhance the predominately Welsh speaking Porthyrhyd community.

We wish to register our severe concerns regarding the environmental and wider impact of both proposed developments SR/139/001 and SR/139/002 in the village of Porth-y-rhyd.
We object to the inclusion of these sites in the revised Carmarthenshire Local Development Plan 2018-2033 and respectfully ask the Forward Planning Department of Carmarthenshire County Council to seek suitable sites for development where no problems exist.

Furthermore, it is stated that the site has existing problems regarding surface water and floods due to developments on flood zones. It would be impossible to build on a flood risk area where the sewerage system is not capable of handling what is already going into it at present when put under the stress of heavy rainfall.
Surely it is going to be costly if not problematic for people to get property insurance if it is built in a flood risk zone?
