I live at 28 FForest Road have done for some 25years. In that time I have witnessed a large increase in traffic flow down to the Black Horse, as well as the traffic from Hendy and Pontardulais
At 7 30am up until 9am the traffic with its inherenttraffic pollution has prompted me to vary my walking time ,similarly in the evening..I have also concidered wearing a face mask akin to Peking residents.Where are the plans for upgrading the roads, Surgeries, Schools Sewers,Land drainage,access etc.With all the other application at present, I fear for our well being.

I am objecting to the Land Development Plan SR/069/013 for a number of crucial reasons.
There appears to be no resources allocated to ensure that the extra pressure on roads, school capacity, surgery places or building on land that already has been designated as prone to flooding has not been addressed.
The two roads which will have to cope with the massive increase in traffic are totally inadequate, one a single track (3.01m wide) up Bronallt Road and the A48 is also effectively single lane, due to cars parking on both sides of the road.
No consideration for residents.

As per SP 13 this development would not enhance this SLA , and would certainly have an adverse effect on the biodiversity of the river . This objection would also apply to SP14 especially regarding landscape and conservation areas

Astounded that the county are planning more houses in this area when infrastructure such as road networks (Such as traffic through Bont or to link to M4 at J48) already at over full capacity, Doctors surgery full. Llangennech surgery reducing in size. What about Schools, playing fields etc. Totally opposed and shocked that the infrastructure doesn't get built first. Proposals will reduce quality of life for all current residents in this area. People live in West Wales for quality of life. This is going to Suburbanise the area as part of Swansea.

Further development in the Pontardulais/Hendy/Fforest area will have a significant effect on the infrastructure, services (surgey, school, etc.) and road access to J48 of the M4. Hendy primary school has not increased in size since I attended nearly 50 years ago. It is already diffiult to get appointments at Pontardulais surgery and traffic is already conjested at J48 of the M4 with poor layout at this junction causing tailbacks joining the M4 from either Hendy or Llanelli. Tailbacks already stretch back onto the motorway on exiting the M4 from the east during evening rush hour..

This LDP will affect both the animal and human ecological system by destroying the natural habitat of the birds, bats, bees etc and by increasing the pressure on the health service (surgeries, dentist etc), schools, play-areas, increasing the traffic on an already over capacity road and M4 junction (48). The potential risk of accidents/deaths will increase.
There will be a massive effect on the community of the area and a potentially negative affect on the Welsh language. The natural drainage of water to the river will undoubtedly be affected and the sewerage system which is to capacity will need upgrading.

I have two main areas of comment:
Infrastructure and Traffic.
Any future development in this area MUST be accompanied by a proportional increase in school places and doctors surgery places. sewerage and water supply.
Bronallt Road is already being used as a short cut between the motorway at J48 and Fforest, Llanedi and Tycroes. This road already carries far too much traffic, often speeding - it was not intended to be used as a major thoroughfare or trunk road. The junction of Bronallt, Carmarthen and Fforest Roads is already dangerous - increased traffic can only make it worse.
Plan responsibly!

Access to the site is narrow and would not sustain an increase in traffic. Accident records will indicate that there have been several accidents at the entrance of Plas-y-Fforest. Further development will intensify the use of this access and increase risk of accidents.
Proposed site is greenfield site and building here would have huge implications on the impact of biodiversity of the flora and fauna in the area.
Surface water run off would increase risk of flooding to neighbouring properties.
Development will adversely affect privacy to neighbouring properties.
Increased population have huge impact on GP and schools.

I object strongly to this candidate site on following grounds
There has been overdevelopment in the area in recent years.
Access to the site is poor / steep and will not be feasible for pedestrians.
Ecology there are many mature trees and old buildings which will be a loss of habitat for native species and potentially protected species - bats.
Will result in loss of privacy and loss of amenity to the neighbouring properties.
Not a strategic site and there are far better candidate sites with better access and nearer amenities.
Loss of the farm as an entity / business.

Following public consultation , a meeting of Llanedi Community Council on the 6th February 2018 agreed that we wish to object to all future large scale (5 plus houses) proposals for residential development in Hendy and Forest. Significant development has already taken place in recent years in the area. We are also concerned about the impact of future developments in Pontarddulais on our community.
Our specific objection to this candidate site includes concerns over:
* increased traffic
* access
* sewerage/drainage/flooding
* pressure on services/utilities (e.g. doctors'/schools)
* tree preservation
* dilution of character/culture of the village/ Welsh language.

The four sites proposed at Plas-y-Fforest are not previously developed land (brownfield). The farmyard cannot even be considered as brownfield as PPWs definition clearly excludes 'land and buildings currently in use for agricultural or forestry purposes'. The four sites proposed at Plas-y-Fforest are also not within the existing settlement boundary.
Further objections include the site being in an unsustainable location, no employment sites or facilities and shops within reasonable walking distance.
Highway safety and access. Accident records will indicate that there have been several accidents at the entrance of Plas-y-Fforest. Further development will intensify the use of this access and thus increasing the risk of a dangerous accident.
In addition, the proposed sites are not suitable as they are safeguarded for potential mineral extraction in accordance with Policy MPP3 of the current Carmarthenshire LDP. SR/069/013 is on land safeguarded for category 1 high specification aggregate sandstone and igneous rock.
Sewers and pumping station - It is understood these are at capacity. The cost to the developer to increase the capacity of the sewer and pumping system could potentially make the development unviable and undeliverable. It would certainly reduce the contributions the development could make to education and affordable housing.
Gradient - The land is steep. The gradient would increase the build costs of the development and affect viability and deliverability.
Adverse impact on the amenity of existing dwelling and impact on existing local facilities.

The site is in contravention of the guidelines contained in the "Planning Policy Wales " document which governs such applications.
With increased traffic associated with new housing there would be a detrimental impact on road safety.
The sewer system at Plas Y Fforest is operating at capacity and the pumping station could not cope.

I wish to register my objections to the designation of the above plots as being suitable for housing development for the following reasons.
1. All these plots are green field plots - I would expect the LA to exhaust the available brown field sites before turning to farm land
2. All these plots are adjacent to, or feed into difficult and busy junctions, raising safety concerns for road traffic and pedestrians. The turning into Plas y Fforest is already dangerous with fast traffic towards the M4 overtaking vehicles slowing down to turn right.
3. There is already considerable rush hour traffic congestion at the Pont Abram roundabout and at the mini roundabout at the Black Horse. The proposed delopments would add to this congestion since these are the only main routes out of the area. Pont Abram would be a particular concern. At peak times it is already very dangerous. You have to accelerate at maximum speed to pull out into a gap in fast moving traffic and then immediately brake hard at the lights while cars coming around the roundabout towards Swansea are still accelerating and attempting to cut across.
4. You will be aware that there have been significant problems with the sewers serving Plas Y Fforest. Additional housing would be likely to exacerbate these problems.
5. There are no amenities in this area except for the post office and the pavements are limited. All the sites are on, or at the top of a steep hill. Consequently residents in these developments would use cars for most trips. There is no Doctors surgery in the area (there is one on the Swansea side though this is already at capacity)
6. The land is steep with underlying rock. Any development would increase the rate of surface water run off, which already streams down from the farm during heavy rain.
7. One effect of the proposed developments would be to turn the quiet cul de sac of Plas y Fforest into a main thoroughfare. You will be aware that the road is congested and is already showing significant signs of settlement. The development sites are located on popular footpaths through the farm onto the hill and through the woodland next to Llanedi Road and would reduce the opportunity for walking in the area.
8. Pontarddulais and Fforest/Hendy have grown significantly over the last 10 years. Unfortunately, neither Carmarthen nor Swansea LAs have improved the infrastructure or amenities. There is very little on the Carmarthenshire side.

It is stated that alongside SR/069/011 this is an extension of SR/069/012 and presumably would be intended to be part of a development that would comprise all three sites. The respondent states that there does not appear to be any suitable access point and that all three sites are significantly higher than the existing adjacent residential developments below them, which gives rise to concerns about changes to ground drainage if they are built upon. Furthermore, the respondent states that as the land has been built up in recent years to enlarge the level area of the existing farm yard, there is concern about its stability, particularly in the case of this site, whence a landslide into neighbouring gardens occurred a few years ago.
