- greenfield site, outside current development limits, unsustainable;
- it is located on a mineral safeguarding area;
- reasons concerning highway safety and access;
- existing sewers are at capacity;
- gradient - the land is too steep;
- adverse amenity on existing dwellings;
- impact on existing facilities.
