I live at 28 FForest Road have done for some 25years. In that time I have witnessed a large increase in traffic flow down to the Black Horse, as well as the traffic from Hendy and Pontardulais
At 7 30am up until 9am the traffic with its inherenttraffic pollution has prompted me to vary my walking time ,similarly in the evening..I have also concidered wearing a face mask akin to Peking residents.Where are the plans for upgrading the roads, Surgeries, Schools Sewers,Land drainage,access etc.With all the other application at present, I fear for our well being.
Carbon free no chance.

I object to any significant addition of housing to the area around Junction 48 of the M4.
The infrastructure in the area is not able to cope with this, including a shortage of school places, doctors, over-subscribed roads, and the the motorway junction is already dangerously overcapacity, leading to long queues on the motorway, and potentially endangering lives.
As a semi-rural area with strong Welsh language, both of these are at risk with overbuilding in these areas.

Fields border and discharge water to the River Loughor which is part of the Carmarthen Bay Area of scientific interest.
The land falls to the river, so a foul drainage failure could discharge into this river, coupled with any foul water discharge to a surface water drainage system.
The area has numerous springs, these will be disturbed.
Pontardulias are proposing mass build which will have consequences on this area.
During heavy rain and tides, the low lying fields are prone to flooding at the moment.
Erosion of village boundary.
Future Generations and Planning Policy Wales apply.

I am objecting to the Land Development Plan SR/069/001 for a number of crucial reasons.
There appears to be no resources allocated to ensure that the extra pressure on roads, school capacity, surgery places or building on land that already has been designated as prone to flooding has been addressed.
The two roads which will have to cope with the extra traffic are totally inadequate, one is single traffic up Bronallt Road and the A48 is effectively single lane, due to cars parking on both sides of the road. This plan shows a total disregard for the residents.

Astounded that the county are planning more houses in this area when infrastructure such as road networks (Such as traffic through Bont or to link to M4 at J48) already at over full capacity, Doctors surgery full. Llangennech surgery reducing in size. What about Schools, playing fields etc. Totally opposed and shocked that the infrastructure doesn't get built first. Proposals will reduce quality of life for all current residents in this area. People live in West Wales for quality of life. This is going to Suburbanise the area as part of Swansea.

Further development in the Pontardulais/Hendy/Fforest area will have a significant effect on the infrastructure, services (surgey, school, etc.) and road access to J48 of the M4. Hendy primary school has not increased in size since I attended nearly 50 years ago. It is already diffiult to get appointments at Pontardulais surgery and traffic is already conjested at J48 of the M4 with poor layout at this junction causing tailbacks joining the M4 from either Hendy or Llanelli. Tailbacks already stretch back onto the motorway on exiting the M4 from the east during evening rush hour..

This LDP will affect the animal and human ecological system by destroying the natural habitat of the birds, rabbits etc and by increasing the pressure on the health service (surgeries, dentist etc), schools, increasing the traffic on an already over capacity road and M4 junction (48). The potential risk of accidents / deaths will increase.
There will be a massive effect on the community of the area and a potentially negative affect on the Welsh language. The natural drainage of water to the river will undoubtedly be affected and the sewerage system which is to capacity will need upgrading.

Developers are attempting to take advantage of the popularity of the Hendy/Fforest residential areas.
The Local authority are being totally irresponsible to consider such developments , the existing infrastructure is not sufficient to support the increase in population in this area.
Traffic Accessing/Exiting the M4 at junction 48 is already at grid-lock level at least twice a day. Emergency personnel will have very limited access to any incidents in the proposed development areas. Prioritise Regeneration of existing sites e.g. King Hotel ,Gwyn

I have two main areas of comment:
Infrastructure and Traffic.
Any future development in this area MUST be accompanied by a proportional increase in school places and doctors surgery places. sewerage and water supply.
Bronallt Road is already being used as a short cut between the motorway at J48 and Fforest, Llanedi and Tycroes. This road already carries far too much traffic, often speeding - it was not intended to be used as a major thoroughfare or trunk road. The junction of Bronallt, Carmarthen and Fforest Roads is already dangerous - increased traffic can only make it worse.
Plan responsibly!

This candidate area is too extensive, to close to the river floodplain, open to flood risk, and damage to the river ecology. The floodplain should be allowed to develop naturally reducing risk to the town at high tides. The Loughor valley is unique in being relatively undeveloped & forms a green corridor through to the National Park for the benefit of all forms of wildlife, There is a limit to the amount of housing that can access the A48 , Black Horse roundabout is already congested at peak periods . Other smaller 'infill' around the Fforest is more appropriate.

It seems imprudent and against any precautionary advice to build on a section of the A48 that is already overused, especially when the M4 is closed. Furthermore, with regard to our climate emergency, it is not acceptable to add to the impact of climate change by building on an area that helps to absorb flooding, by providing run off into the river Loughor. This section of road is already very busy and there is often tailbacks from the roundabout at the Black Horse and this is detrimental to the health of residents being subjected to increases in vehicle emissions.

I wish to make the following comments regarding Carmarthenshire councils draft LDP strategy concerning sites in Hendy/Fforest, adjacent to Clos Benallt Fawr.

As you can appreciate, the community are extremely concerned with the high level of greenfield and good quality agricultural land, submitted for consideration. We can only hope that Carmarthenshire councils forward planning department, take into account the extensive development that has marred our community during the last LDP and will ensure that over-allocation and the effects does not re-occur.

I believe these candidate sites will directly contravene strategic policies and would ask that they be removed from consideration.
