Representation Summary:

The inclusion of SR/021/051 in the LDP does not positively seek to meet the traffic infrastructure needs of the hamlet of Ffynnonddrain.

Access to the site would negatively impact the safety of road users in a road section of existing poor visibility.

The hamlet is accessible to the town of Carmarthenshire and yet set in a rural aspect. As such, it is used for recreational purposes including walks by the elderly, young children, dog walkers and cyclists. The inclusion of SR/021/051 into the LDP does not consider that an increase of traffic and an expansion of the hamlet would negatively effect this, and is inconsistent with the objectives of the Wellbeing and Future Generations (Wales) Act 2015.

The inclusion of SR/021/051 the LDP has not been made with the participation of the local community that it affects.

The inclusion of SR/021/051 in the LDP does not consider that village is affected by water surface drainage issues. Due to the gradient of the land, and convergence of springs, and feeder streams, several properties in Ffynnonddrain have been increasingly adversely affected with water ingress into their homes. The plan does not consider that development of the proposed site would exacerbate the water surface problem.

Over the past years many springs have been disturbed which has recently caused dire problems on the properties at the lower end of Castell Howell lane. This is particularly bad when it rains huge volumes of water which causes flooding behind the row of cottages on the hill in Ffynnonddrain itself.

There are many reasons as to why this proposal should be rejected. Ffynnonddrain is not served by a bus, has no cycle path, its narrow windy lane which is clearly not suitable. The hamlet does not have the infrastructure, services or facilities to accommodate the proposed development. Therefore the proposed would entail the loss of valuable residential nature conservation impacts.

This same site was submitted for consideration to the Carmarthenshire Local Development Plan 2014 under representation No: D6389 (CS No: 0718, Site Reference: AL/026/027/N) and was rejected. There has been no material change in circumstances affecting this previously rejected site and the current submission provides no new additional information or reasoning to justify the site's inclusion in the revised Carmarthenshire Development Plan 2018-2033. It's inclusion would be contrary to the objections set out in Carmarthenshire County Council's Topic Paper - Developments Limits December 2018' and the established principles of sustainable managed growth and development set out in 'Planning Permission Wales'.

Ffynnonddrain is not served by a bus route and there is no bus route within easy and safe walking distance. There is no footpath or cycle path either in the hamlet or on the narrow and winding road to the outskirts of Carmarthen. The hamlet does not have the infrastructure, services or facilities to accommodate the proposed development and there is none nearby or planned for the future. Therefore the proposal does not accord with sustainable development.

Representation Summary:

I would request that my concerns regarding this application be communicated to the inspector as I believe that many representations made which will form part of the consideration are unsubstantiated, incorrect and misleading. I do not agree with many of the assertions found in the submission for the inclusion of this land in the development plan and I wish to object to its inclusion for the following attached reasons.
