I support the proposal that this SOLE VILLAGE FOOTBALL PITCH be protected and retained as agreen open space for our expanding village, it is centrally located at the end of a no through road with only the residents of Heol Brown and Tirprys local traffic, making it safe for children to walk the road ,
this land was sold to the village for leisure by the coal board in 1988 with covenants in the conveyance stipulating strictly for the villagers relaxation and amenity,
other use needs Coal Board consent, any sale income paid by the purchaser to the coal board

this forms part of the woodland nature walk used by young and old alike and has regular troops of children in their yellow safety bibs escorted down from Tycroes primary school by teachers to look for woodland wildlife
it is wonderful to see how delighted they are
and dog walkers use the woodland daily
it is reassuring to see that the council ldp committee have listed the area for protection I along with everyone I have spoken to agree

I strongly object to the council allowing any development on the football pitch and I'm surprised this is even in the LDP with childhood obesity on the rise you are proposing to take away the only area of public land that children can play football safely. The health and well-being act puts responsibility on all public bodies and by removing this public amenity directly contradicts this legislation.

The Llenedi Community Council appear to have completely disregarded local wishes to retain the woodland between Hafod Road and Heol Brown Park as a public amenity. I understand the land was sold (for £10) by the NCB for the benefit of the people of Tycroes, not for development purposes.

Having attended the last community council meeting I was astounded at the arrogance displayed by some of the councillors towards some of the public w ho questioned their handling of this matter. No satisfactory reply was given as to the procedure followed and a complete disregard for the overwhelming objections voiced. It was a total disgrace and I think the councillors concerned should consider their position if they wish to continue representing the residents of Tycroes.

This land was donated to the village of Tycroes. It contains a wooded area with approximately 250 trees without the saplings. The local school has confirmed that is fully uses this area as part of their natures studies.
Many residents have been in contact to raise their concerns about a proposal to develop the area and have voiced their opinions at a recent consultation.
This area is rich in wildlife including foxes, badgers, owls and rare butterflies.
The area contains a nature walk which is well used by many residents.
Green spaces are essential for Physical and Mental Health Wellbeing.

I wholeheartedly support the proposed plan for protection from development. Far too much land in this area has already been taken up for building purposes, with the subsequent loss of green spaces, ancient woodland, the variety of plant life and the wildlife dependent upon this environment. Once lost, this ecosystem can never be regained, a situation detrimental to the living conditions not only of plants and animals but of the people resident in this area and their enjoyment of the recreational facilities of the community.

In August 28th 2018, Llanedi Community Council agreed to submit a section of this land (infill development on Hafod Rd) as a candidate site for residential use. Cllr Nicholas has made his own submission to this effect (see attached extracts).
Whilst the above is the official Community Council decision, it was agreed by full council on the 6th February 2018 that following public consultation, we should inform you of public opinion, i.e. that it should be protected in order to:
* preserve a recreation space/place for safe play
* preserve local wildlife habitat
* avoid additional pressure on infrastructure/services

Site can only come forward with delivery of Ammanford distribution road. Fully evidenced prior to inclusion. This is the same for all adjoining potential site allocations. Significant cumulative impacts that are required to be modelled/mitigated prior to LDP2 inclusion.
The respondent has compiled some general comments from Welsh Government Network Management Division as highway authority for the trunk road and motorways in Wales and also makes a number of site specific comments. The respondent states that the strategic trunk road network is for the safe and expeditious movement of long distance traffic. In order to maintain free-flow and safety, there is a general presumption against new access onto trunk roads. Further detailed advice is given on how developments should seek to access trunk roads, with reference made to guidance and legislation (including the Design Manual for Roads and Bridges (DMRB) and the Active Travel Act).
In order for the trunk road highway authority to be in a position to make a considered view, the onus is on the forward planning authority to provide highway evidence in both capacity and safety terms. This will scope the consideration of existing network capacity constraints, agreed infrastructure upgrades and outline delivery streams (such as planning obligations).
Advice is provided on the potential accompanying evidence required with an application (eg Transport Statement (TS) or Transport Assessment (TA)) - commensurate with the scale of the proposal. Applications are judged on their individual merits and specific supporting traffic impact detail may be requested in order to consider network impacts. Where designs are not DMRB compliant there is a right to issue a direction to refuse an application.
Where developments require improvements to existing or new connections to the trunk road and these are agreed at planning, the developer will be required to enter into an appropriate legal agreement for their delivery, generally via Section 184 and Section 278 of the Highways Act.

At the extraordinary meeting of Llanedi Community Council held on the 28th August 2018, it was agreed by Councillor's, that land at the above location be included in the Local Development Plan for residential use.
(Minute No.8 LDP Tycroes refers to)
It is noted that this decision was not carried out, and the land has been allocated for protection status and against the council's decision.
It is in this respect that an amended application is submitted for residential use.

We the undersigned being residents of the village of Tycroes append our names and address to this petition to confirm our support to the current proposed LDP limits from Carmarthenshire County Council.
In particular, we support the retention for Leisure and Recreation the Open Space Areas listed as The Village Park and Natural Woodland SR/159/014 (protected from development). The football Pitch SR/159/005 (as green open space) also the open space area SR/159/015 (as open countryside) which borders the four communities of Tycroes, Penybanc, Parcyrhun and Pantyffynnon whose residents enjoy the countyside walks, views and wildlife that these areas allow.
